What is a sworn Mandarin Chinese translation?
A sworn Mandarin Chinese translation is an official translation between Dutch and Mandarin Chinese made by a translator who has been sworn in by a Dutch court and listed in the Register of Sworn Interpreters and Translators (Rbtv). The translator binds a signed statement, an official stamp and a signature to a copy of your document, which is what lets Dutch authorities such as the IND, your municipality, the courts and universities treat it as the official version.

What is the difference between a certified and a sworn translation?
In the Netherlands the two terms describe the same thing. A certified translation here means a sworn translation: one produced by a court-sworn, Rbtv-registered translator who attaches a signed statement and an official stamp. In some other countries a certified translation can be a simple signed declaration without that legal standing, so when a Dutch authority asks for a certified translation it means the sworn version.
If you are sending a document abroad, check with the receiving authority whether they need the sworn translation legalised with an apostille as well.

Sworn Chinese translations — where and why they are used
Chinese in this context usually means Mandarin (普通话) — the official language of mainland China and Taiwan and one of the official languages of Singapore. For written translations there is a choice between Simplified characters (used in mainland China and Singapore) and Traditional characters (Taiwan, Hong Kong, Macau), and the destination decides which one applies.
Mainland China joined the Hague Apostille Convention in November 2023 — a significant change, because before that every Dutch document needed consular legalisation through the Chinese embassy. Since the end of 2023 the standard route — Dutch original plus apostille plus sworn Chinese translation — is enough for use in mainland China. Hong Kong and Macau already had a comparable arrangement through their former British and Portuguese ties.
A sworn Chinese translation needs care over the choice between Simplified and Traditional depending on the destination, over the transcription of Dutch names into pinyin (the official Chinese transcription of Roman names), and over avoiding politically sensitive terminology in documents bound for mainland China.
